[Pkg-lirc-maint] Changing maintainer in debian/control?

I am about to work a little bit with the lirc repository and i just
want to ask if i can change the maintainer to this list and add Amaya
and myself to Uploaders?
I would also ask for a common format of debian/changelog, and would
suggest the same format i use in the VDR and DVB Project, see [1] for
an example. Such an entry in the changelog would look like this:
lirc (0.7.1pre2-7) unstable; urgency=3Dlow
* Not yet released
* Thomas Schmidt <tschmidt@debian.org>
- Build-Conflict: automake1.{4,6,7}, because these versions will
generate broken makefiles
- Build-Depend: automake1.8
- Now finally close (Closes: #301590), which should have been closed=20
in -5 allready. (In the meantime #301570 was reopened manually=20
again.)

The "Not yet released" entry should indicate if someone should start a
new revision or if he can add his changes to this revision. (Of course
this entry should be removed before uploading a new package.)
What do you think about this suggestion?
