Can you check what other distributions do? I'd rather use an uniform
naming scheme, and if applications support it I favour a subdirectory.

This is very stupid. Access to group disk is almost root, and mode 660
is the default. If the lirc package does not already use a group then I
suggest we use group video, which udev already uses for IR receivers
managed by the input subsystem.

No, these rules are very simple and should go in the default udev
configuration.
