[Pkg-lirc-maint] LIRC packaging changes (debconf)

Hello all,

I am looking over the lirc packaging, and want to solicit opinions
before getting too much farther.  Today I reworked the driver selection
part of lirc.config to use debconf instead of the manual dialog mode
that has been used up to now.  Are people OK with that?  It will mean
more diligence in the future to keep up with added and deleted drivers,
but it will mean a more consistent experience for users, and one less
bug for lirc.

I will start committing as soon as I have things a little more together.
