[Pkg-lirc-maint] Bug#456325: use udevadm instead of udevsettle

In Ubuntu, we've applied the attached patch to achieve the following:

  * debian/lirc.init.d: call udevadm instead of udevsettle

We thought you might be interested in doing the same.
