[Pkg-lirc-maint] I am lost trying to coordinate changes

Hello all,

So I decided to spend some time working on lirc today, to try to get
0.81 uploadable.  Unfortunately, I spent a whole bunch of time getting
things fixed up, only to notice that I've been working from a tree no
one else is.  In every RCS based project I've been in, people fed
changes back to trunk/ as they were committed, but I'm not seeing that
here - trunk's debian/changelog is several releases out of date, and
there are several patches missing from debian/patches.

Am I just misunderstanding the normal workflow of the packaging team, or
is this an oversight, or ?  I wouldn't mind standardizing this sort of
thing a bit, so that we don't step on each other's toes, and so we
figure out what work other people have done and don't have to reinvent
the wheel.
