I don't see any iguanaIR package in Debian, a quick look suggests that it 
might meet dfsg requirements though.

I'd happily build-depend on something like an iguanair-dev package, but I'm
not going to maintain a forked copy of iguanaIR.h inside of the lirc source
package, which serves no purpose unless you also build iguanaIR by hand 
(with which lirc would have to conflict, due to the proposed file overlap).

Please get iguanaIR packaged properly and into main, then I'll make sure 
that the corresponding build-dependency gets added to the next lirc upload.
