[Pkg-lirc-maint] Bug#782091: lirc: '/etc/init.d/lirc restart' is broken

Dear Maintainer,
'/etc/init.d/lirc restart' only starts lircd if it is not already running:
# pgrep -a lircd
4869 /usr/sbin/lircd --driver=devinput --device=/dev/input/by-id/usb-Formosa21_eHome_Infrared_Transceiver_000100B6-event-if00 -u
# /etc/init.d/lirc restart
[ ok ] Restarting lirc (via systemctl): lirc.service.
# pgrep -a lircd
### lircd is not running anymore!
# /etc/init.d/lirc restart
[ ok ] Restarting lirc (via systemctl): lirc.service.
# pgrep -a lircd
5800 /usr/sbin/lircd --driver=devinput --device=/dev/input/by-id/usb-Formosa21_eHome_Infrared_Transceiver_000100B6-event-if00 -u
The workaround is to systematically restart lirc twice in a row.
