The question is still what "works properly" actually means. Here are two 
cases:

- A user which has installed lirc with the intent to use IR remotes. In 
this case, the logging is acceptable(?)  since it clearly indicates a 
broken installation which should be fixed

- A user which has had lirc pulled in by another package. In this case, 
the logging is  indeed broken, since the user does not intend to use any 
remote.

Now, in the second case the user should not really install lirc, just 
liblirc0. liblirc0 resolves all deps required by applications which 
supports lirc without requiring a working, configured lirc daemon.

So, here is two things:

- Too much logging when installing a not configured lirc. This can be 
handled by --immediate-init, but this option is not available until next 
upstream release 0.10 (coming Real Soon). Might be possible to backport.

- That the  packages linking against lirc pulls in the daemon, not just 
the libs. liblirc0 has a Suggests: lirc, but IMHO that should not pull 
lirc in the default install. Or? I'm still new to Debian practices, and 
this one beats me.
