Looking for statically linked gpg package

Hi,

to encrypt the root partition it is necessary to use a statically linked 
gpg. Searching packages.debian.org I can't find a debian package for 
that. On the other hand there are several statically linked packages in 
the debian repository (bash, busybox, debootstrap, ...).
Are there reasons why there is no gpg-static.deb maintained?
