i tried with this same mirror, and it seems to be working fine for me.

perhaps there was a temporary networking problem that's now resolved?

could you move /opt/ltsp/i386 to /opt/ltsp/i386.old and try again?  if
you still experience the problem, please provide more (or all) of the
output from ltsp-build-client.
