Debconf notes....just suck...:-)

But, it's quite a long time since I stopped arguing with maintainers
about notes popping up and stopping installs so, well, that template
can be turned back into a note, this has no influence on wording and translations.

This is weird. error and note templates are supposed to have the same behaviour....
