actually, i am almost certain this is because ubuntu doesn't use all the
same plugins as debian, and this is properly handled in
Debian/010-security-mirror for debian installs.
either ubuntu could consider using that plugin too, or we can modify
Debian/010-manage-mirror (post-etch) so that it works with both ubuntu
and debian properly.

i think this would probably be the proper solution in the long term (to
minimize differences between ubuntu and debian), but for the moment in
debian/etch i do not think this is a problem.
