since we dont seem to see these problems in ubuntu at all i'd rather
look at udev (which is responsible for having the interface available
before ipconfig is run) there are massive differences between ubuntus
and debian udev's and it looks very much like a race condition to me so
that ipconfig simply doesnt wait until udev is done bringing up the
interface.
there is no reason to have ifconfig in the initramfs.
can you try to replace that ifconfig stuff with a sleep command?
