keyboard layout is now irrelevent with the new x configuration code, and
is also properly preseeded in cases where it is needed.

changing the title to reflect the remaining timezone issue.

the timezone issue can be addressed by chrooting to the LTSP chroot and
running:

  dpkg-reconfigure tzdata

attempting to fix it by copying /etc/timezone before deboostrap runs
failed (it ws just overwritten with UTC info). so the workaround appears
to be copying /etc/timezone into the chroot after debootstrap runs, and
reconfiguring the tzdata pacakge.

should be fixed in the next upload.
