it's a little more complicated with nbd-server, as it serves two functions. it
depends on nbd-server for the NBD swap support; the ability to use NBD root
support is an extra feature. if the dependency was:

  nfs-kernel-server | nbd-server, nbd-server

then it would only install nbd-server and the defaults (NFS root) would break.

if the dependency was:

  nfs-kernel-server | nbd-server

then nbd swap support would get left out by default.

i'd rather include too much, than risk including too little.

all the more important to include all the dependencies needed by default,
rather than allowing for the possibility to shoot themselves in the foot by
leaving out an important service.

NBD support on Debian currently requires an experienced administrator willing
to test and experiment with the non-default configuration.
