I guess the question is if debootstrap now should install gnupg or
gnupg2 with --variant=minbase?  Is there a bug report for debootstrap
about this?  I could not see anything relevant on

I suspect this is a bug that should be fixed in debootstrap, not worked
around in ltsp.
