This probably didn't show up before because initscripts was installed as
part of debootstrap, and so it modifed /etc/default/rcS after the
package was already installed, and now is installed later.
That said, this issue wasn't triggered for me when testing stretch or
jessie-backports installs; it seems initscripts isn't installed in a
default ltsp chroot anymore.
