Yes, device-mapper, which is used by lvm2, and lvm1 assignes device
number on activation of the logical volume.

You won't have another way in the near future as we are on the way for
completely dynamic assigned device numbers.

You can currently set the minor of lvm logical volumes to a fixed value.
