So?  Policy isn't a panacea.  

The reasonable expectations of Debian's maintainers and users are
defined by more than what is captured in our policy document.  For
owner/group/permissions of device nodes, the reference standard in
Debian for more than a decade has been what the makedev package provided
for statically created devices, and all of the packages that provide
mechanisms for creating device nodes dynamically have tried to meet the
expectations set by makedev.  There is no good reason for the device
entries created dynamically by LVM to be different.

Why are you so insistant on treating this as a wontfix?  Is there some
reason you believe the current situation is better?
