Bug#399387: lvm2: fails to load libncurses at boot when root under lvm

I can reproduce this bug.

I did not do so intentionally, but set up a new box running sid amd64, and 
installed a chroot.

After initramfs created a new initrd, I could no longer boot the current 
kernel, with that same "vgchange: cannot locate libncurses" error.
