Bug#517704: lvm.conf filter specification not honoured

Despite the line

  filter = [ "a/.*/", "r|/dev/cdrom|", "r|/dev/hd[ab]|" ]

in lvm.conf, vgscan still tries to access /dev/cdrom and /dev/hdb:

piper:~|master|% sudo vgscan                                                                     #10036
  Reading all physical volumes.  This may take a while...
  /dev/cdrom: open failed: Read-only file system
  Attempt to close device '/dev/cdrom' which is not open.
  /dev/hdb: open failed: Read-only file system
  Attempt to close device '/dev/hdb' which is not open.

It's also kinda stupid that it tried to close the device after
failing to open it.
