Nah, it is implemented.

It probably doesn't behave the way you would expect.
All it does is override any verbose or debug settings.

It does not remove any other output issued by the program to stdout or stderr.

So you'll still get warning messages.

I'd reject that patch upstream, but instead suggest discussing whether to
redefine --quiet to suppress additional classes of messages.
