The LSB info requires udev to be started before lvm2, which is
impossible if udev is not installed since it's not a dependency anymore.
However, without udev, lvm2 initialization might be run when the
root fs, and thus /dev, is still read-only, causing the creation of
/dev/mapper/* nodes to fail, and the boot-up process to abort. So in the
case of a udev-less system, the udev dependency in the LSB header would
need to be replaced by something like checkroot, to make sure that /dev
is writable.
