[Feature request]: add timeout on waiting for flock() operations to complete

Sometimes in bash scripts I get:

vgcreate ....... (just generic volume group, no clusters and so on )
/var/lock/lvm/P_orphans: flock failed: Resource temporarily unavailable


lvm procedures shuold handle this and wait for configurable timeout.

P.S. Sorry i did not found public bug tracker for LVM.
