Of course there is; kpartx is useful for manipulating disk images. If you do much with virtual machines, it is handy to have it installed but you don't need it in your initramfs. On the other hand, I suppose it doesn't really hurt anything to have it in there, I just thought that since multipath-tools separated out the initramfs hook, it made sense for kpartx to do the same.
