I'm lowering the severity for now. Please suggest a way to reproduce this
locally. I have a Jessie VM, on which I upgraded the packages to testing, where
I did not see the problem.

So you're saying is that because multipath-tools upgraded before multipath-
tools-boot, I didn't see this problem ?

If so, is the order of package upgrades deterministic ? I want to test before I
push any change at this close to the freeze. So, please suggest deterministic
steps to reproduce.

Or if you want, I can prepare something for experimental for you to try out ?
