I can reproduce this with lyx-qt.  How odd.  With lyx-xforms random
capital letters get inserted instead, regardless of LC_TIME.

Steps to reproduce so I don't forget:

1) generate the he_IL ISO-8859-1 locale
2) LANG=he_IL lyx-qt
3) insert an integral or sigma into a math block (inline or display)
4) marvel at bug
