I'm not sure what the reporter did but I tried
hwclock --set --date xx:xx (one hour less than current time)
hwclock --hctosys
 
That's been enough to irritate something yesterday evening. Now nothing
happens.

Maybe the reporter of this bug can tell us what exactly he did and if
it's reproduceable.
