Yes it is reproduceable.

All I did was to put this in a script that I
run every time I connect to the Internet:

/usr/sbin/ntpdate -b time.cableol.net

which synchronises the time via NTP and also
does daylight-saving changes.

I can also reproduce it manually with

date --set=12:00:00

or whatever time you want to set.
