Ok I'll comment a little bit about how this issue was found and what problems
might be related.
Someone found this issue because two Debian packages use lyx in batch mode
to generate their documentation during the package build. With the switch
to lyx 1.4.2 in Debian/unstable lyx bailed out because of the missing *.lst
files.
First idea was to simply generate it as a workaround by hand. That failed
because the buildds do not allow the generation of content in $HOME of the
build user.
So the current workaround is to generate the configuration in the former
place /usr/share/lyx by hand during the installation of the lyx package.
Beside that it's an ugly workaround that raised the question if and when
you'll stop reading configuration files from /usr/share/lyx because that
would break this ugly workaround. The other question for me is now what
will lyx do if you've the *.lst files in /usr/share/lyx but no ~/.lyx?
I'd really appreciate a solution without ugly workarounds but honestly I
don't know what such a solution could look like.
The original bugreport in the Debian BTS is this one:
