The point is that lyx doesn't link to it. Try ldd lyx. Also:
$ dpkg -S /usr/include/libintl.h
libc6-dev: /usr/include/libintl.h
OTOH, Debian has switched to glibc 2.5 fairly recently.

Have you tried building rc1 with included gettext?
