I might be wrong but this sounds like a tex problem and not directly
related to the LyX package. The simplecv.layout file is shipped with
lyx-common. What seems to be missing in Debian is the tex part and that's
what you can download from CTAN.

So if I got this right we can move this bug over as a wishlist item
to the tex packagers but I guess it should be discussed with the texlive
upstream developers.

It's of course still possible that I'm wrong with my understanding of
the problem.
