Yes. Licensing issues. Many package authors actually could get angry
that we separated the .sty files from the documentation. In lengthy
discussion we agreed that we will use "Recommends" which will install
these packages under all normal circumstances.

No. Unless you convince all 2000+ package authors to change the LPPL ...
