As well as practical reasons. Lyx users may be a different story, but
for anyone who wants to create LaTeX code on their own, I would really
advice to look at the docs. And I would not want to see the mid- and
long-term effect of a standard TeXLive installation not containing the
documentation for LaTeX packages: 

People would get used to google for docs even more than they do now, and
would of course find either outdated documents, or the documentation of
a newer version not yet in stable/testing/Debian at all.

Naturally a much-too-large proportion of such users would be eager to
file bugs because the packages don't work "as advertised".

Package authors, of course, already face the very same problem, and
therefore often require complete redistribution *for*a*reason*.

P.S. I deliberately wrote LaTeX above. Things may be different with real
TeX (use the source, Luke, for the small number of add-ons) and ConTeXt
(use ConTeXtgarden).
