There are a lot of features in lyx which require different
packages. Not everyone uses the rcs integration. It certainly
shouldn't be a dependency.

I suppose it could be a Recommends though, then it would be installed
automatically (unless disabled by the user). It really depends on how
popular it is.

At the very least, the error message should mention that "ci" is
provided by the rcs package.
