Thanks for the notice, it would certainly be of interest upstream. You 
could add it at http://wiki.lyx.org/Layouts/Layouts, or if you want it to 
be included with future LyX versions, you could offer it at lyx-
devel at lists.lyx.org. I am not 100% sure about the policy which layouts are 
considered for inclusion (I have dark memories that the .cls should be 
available on CTAN), but some fellow developer will hopefully tell if you 
write to the list.
