I used to have the problem that lintian complained when I put icons in 
lyx-common and referred to them from lyx.desktop. I do not think that 
this is a policy issue, it's just lintian not being clever enough.

If lintian is still not smart enough to handle this case, then you can 
use an override:

I think the desktop file should still be in the lyx package though, 
since you can have lyx-common installed without lyx.
