Is there a reason why we need to run autoconf/make at build time?

Linda thinks its a bad idea:

$ linda -i madplay_0.15.2b-4_i386.changes=20
W: madplay; Package Build-Depends on automake* or autoconf.
 This package Build-Depends on automake* or autoconf. This is almost
 never a good idea, as the package should run autoconf or automake on
 the source tree before the source package is built.
