Dear Maintainer,

The package libid3tag fails to build from source on ppc64el.
The usage of dh-autoreconf would fix that issue, but some modifications are needed in
order to enable it into the package.

  * Use quilt rather than dpatch (deprecated)
  * Include m4 directory to configure.ac in order to expand macros properly
  * Add build-dep on dh-autoreconf and quilt

After such modifications, included in the patch attached, the package builds successfully.
