Hello Eugene,
Of course you are right, mc is not an image viewer.
But imagemagick is needed to see pictures informations with identify
command on text mode.
If I remember correctly of it, we chose to put it into recommends
because mc displayed an error message without any information about this
missing dependency.

After to review correctly the problem, imagemagick provide a minor
feature for mc and no need to be in Recommends.

Of course, you can use -R aptitude option but is not the defaults behaviour...

To avoid this annoying issue for severals non graphics systems I switch
it into Suggests.
