What's wrong with
DEB_FIXPERMS_EXCLUDE := /usr/lib/mc/cons.saver
in debian/rules? That should exclude just this file from getting its
permission fixed, see dh_fixperms(1).

No, because this does not give the admin the chance to override the
permissions by using dpkg-statoverride himself.
