I can reproduce this bug with Ubuntu Maverick LiveCD image and in Ubuntu fresh install (without any changes)! So this issue is exist in current Ubuntu and must be fixed.
How to reproduce:
1. Load Ubuntu (from livecd or other versions)
2. Install mc
3. Go to full-screen console (Press "Alt+F1"), load mc
4. Point in mc panel to some file, press "Shift+F6" and you will see "Delete" confirmation dialog instead of file rename dialog!

And same problem with other Shift+F1 to Shift+F8 combinations.

If you load console and mc from GUI (xorg, gnome, kde) and press
"Shift+F6", all works normally.

So the problem is only in full-screen terminal mode.

Bug description:
Binary package hint: mc

I have use Kubuntu with KDE GUI. In konsole when I load mc - combination Shift+F6 work normally - renames file.
But if I go to tty (ctrl+alt+F1) and starts mc in command line mode, Shift+F6 removes the file!
I try to launch mc learn keys and detect that all my presses Shift+F1-F8 mc detects as F13-F20 keys!

How I can solve this issue?
