As subject says, mdadm fails to update when not using udev.

It seems the symlink creation in postinst needs to check not only if a symlink exists, but also 
if the target of the symlink exists.


To be honest, I stumbled into this issue using a hacked backport of mdadm that does not include 
/etc/udev/mdadm.rules (because dh_udev is unavailable in sarge) - so I might be wrong, but 
looking at the postinst code, it seems to fail even if that file did exist: Package does not 
depend on udev providing the directory /etc/udev/rules.d/ required to make the symlink.
