Bug#369850: please make mdadm print to messages about devices it stops

Similar to mdadm --assemble, mdadm --stop could print messages about
devices it stops to stdout, especially (or only) if --verbose is
given:

  mdadm --stop --verbose --scan
  mdadm: stopped /dev/md4

This would get rid of some notorious /proc/mdstat cat'ing.
