The problem solved itself (or rather: never existed). I was
mistakenly trying to use misc mode's --run option, which does not
care about --force:

  mdadm --assemble /dev/mdX
  mdadm --run --force /dev/mdX

Instead, if I run

  mdadm --assemble --run --force /dev/mdX

it works as expected.

Thus, I am changing this bug report over to a wishlist request: is
there any reason why a Misc mode --run shouldn't honour --force in
exactly the same way as the Assemble mode --run does?
