Bug#493099: ask mdadm/initrdstart when doing a root on RAID installation

While doing a root on RAID installation with the debian-installer, mdadm
showed up the mdadm/initrdstart template.

This should not happen during the installation, as all information
should be known from the partitioning step.  Or at least it should not
show up when installing at "high" priority.
