changing mdadm maintenance

Hello,

Alice Ferrari and I are at DebConf 11 and we are about to change the
way mdadm is maintained. Essentially, we'll get rid of all the
branches and TopGit and switch to using git-buildpackage instead.

We'll keep you posted.
