I finally figured out why udev wasn't creating my /dev/sda nodes.  It had to do with having CONFIG_SYSFS_DEPRECATED set to true in the kernel. This caused udev to ignore some of my block devices and that causes grub-install to fail.  Removing that option and rebooting gives me my block devices and grub is installing on my raid device.
