This appears to be a reasonable cleanup, but do we actually need to
start mdadm-raid on package install?  During install there should be
no arrays defined in mdadm.conf, or there might be some wrong/bad
things defined in it (which will prevent configuration stage of the
package).  I'd keep the --no-start option here as before, what do
you think?  Or at least, maybe make it so it will ignore start/stop
errors?
