I usually do a changelog in a similar way than I did for the unstable fix,
and the target series should be "jessie" (I fixed the changelog removing the proposed-updates

I think proposed-updates works too, but I always used jessie (maybe after a suggestion from somebody
of release team? not sure)

I checked two s-p-u I did
http://ftp.debian.org/debian/pool/contrib/v/virtualbox/virtualbox_4.3.18-dfsg-3+deb8u3.debian.tar.xz
and docbook2x
and both of them use jessie as target.
